Fix sendAnnotation option ( #3726 )

The boolean "graphite.sendAnnotation" was added in
https://github.com/sitespeedio/sitespeed.io/pull/3625 , but it can't be
disabled, because `opts.sendAnnotation || true` is always going to
evaluate to `true`. Since it defaults to `true`, the `|| true` shouldn't
be necessary, so I removed it.

This change will allow to use both auth. types:
